Transition to Electronic Air Waybills (e-AWB)

Starting September 1, 2026, the use of electronic air waybills (e-AWB) becomes mandatory for all commercial cargo transportation across Russia.

This requirement is established by Federal Law No. 140-FZ dated June 7, 2025, which amended Article 105 of the Air Code of the Russian Federation.

Air waybills will continue to be issued on paper for the following categories:

• dangerous goods;
• perishable goods;
• cargo requiring special transportation conditions;
• declared value cargo;
• valuable cargo, which includes currency, securities, jewelry and precious metals, credit and bank cards, industrial diamonds;
• live animals (pets);
• human remains and animal remains;
• cargo for highly important state and defense needs.
