Definition

“Valuable cargo” means a consignment containing one or more of the following items:

  1. Any item having a declared transportation value of US $ 1,000 (or equivalent) or more for 1 kg of gross weight;
  2. Gold bullion (including refined and unrefined gold in its natural form), gold coins and gold in the form of grains, sheets, sand, foil, wire, casting, pipes, etc., platinum, platinum group metals (palladium, iridium, ruthenium, osmium and radium) and platinum alloys in the form of grains, sheets, wire, pipes, etc. (excluding radioactive isotopes of the above metals and alloys that are dangerous goods);
  3. Official banknotes, travelers checks, stamps, securities (excluding stamps);
  4. Diamonds (including diamonds for industrial use), rubies, emeralds, sapphires, opals and natural pearls (including grown);
  5. Jewelry consisting of diamonds, rubies, emeralds, sapphires, opals and pearls (including grown);
  6. Jewelry and watches made of silver and / or gold and / or platinum;
  7. Products made of gold and / or platinum, other than products with gold and platinum plating.

It is important . Ural Airlines does not accept valuable cargo with declared value for transportation.

Regulations

Valuable goods are accepted for carriage on Airline flights in accordance with:

  1. The current legislation of the Russian Federation, and the legislation of the countries of import, export, transit or transfer;
  2. Airline Standards and Procedures.

Requirements

In addition to the requirements specified in Part B COM, the following is required for carriage:

  1. Waybill:
    • In the box Name and quantity of goods - the nature of the cargo and VAL IMP code;
    • In the Information on cargo handling box - the telephone number of the recipient;
    • The outer packaging must be intact, without visible signs of damage;
    • Intact brand (recommended);
    • Bandaging with metal tapes;
  2. The packages must be stored in a locked cargo warehouse used only for storing valuable goods;
  3. Cargo places must be accompanied from the moment of acceptance of the cargo until the moment of delivery to the client, except for the time when they are located in the safe during the flight;

Valuable cargo is recommended to be transported during the daytime; There is a big risk when transporting at night or in the evening.

Actions at other airports

By signing NOTOC, the Air Force Commander assumes responsibility for the valuable cargo until it lands at the destination airport. If the plane lands at another airport where the airline does not have representatives, the aircraft commander is responsible for the cargo until it is delivered to the storage place, in accordance with the rules and instructions of the ground handling agent.

Cargo damage

Export

Packages with damaged packaging or inadequately packed, may not be accepted for carriage.

If cargo damage is detected during transportation of cargo from the warehouse to the aircraft, then immediately inform the airline representative, authorized agent personnel, LOVD.

Import

If during unloading of a valuable cargo from an airplane a packaging violation is detected, unloading should be stopped immediately. You should immediately inform your airline representative, authorized agent personnel, LOVD. This fact should be documented and photographed.

Vulnerable load

Definition

The following items should be considered as a vulnerable cargo:

  1. A cargo whose value is undeclared, but which, apparently, requires safe handling;
  2. Forms of airline documents, for example, MCOs, air waybills, tickets, etc., sent to the offices / representative offices of airlines or general agents for the sale of transportation;
  3. Diplomatic bags (if declared as a valuable cargo);
  4. Drugs (narcotic substances such as opium and derivatives), if necessary;
  5. Cargo considered vulnerable due to its commercial value, such as computers, cell phones, electronics, tobacco products and cosmetics.

Note If the cargo is marked with the VUN sign, this status is maintained throughout the entire transportation.

Export from Ekaterinburg

When a vulnerable cargo is delivered from a warehouse to an aircraft, the cargo place is placed on carts or on the ULD along with all other cargo. The agent completing the cargo for this flight should always inform the OOGP about such cargoes and the place of their placement. The staff of the agent performing the loading and the flight attendant responsible for the commercial loading check the packages for integrity of the package, check the number of seats with those indicated in the documents.

Weapons and ammunition

Requirements

In addition to the requirements specified in Part B of the Guidelines, the transport of weapons and ammunition requires:

  1. To issue transportation, accompanying, and for weapons and ammunition to it acceptance documents in the manner established by the authorized body in the field of the Civil Aviation of the Russian Federation in agreement with the Ministry of Internal Affairs of the Russian Federation;
  2. To transport weapons and ammunition, taking into account the requirements stipulated by the legislation of the Russian Federation and these Guidelines;
  3. If it is necessary to temporarily store the transported weapons and ammunition, allow it only in specially equipped places (cargo terminals) authorized by the Ministry of Internal Affairs of the Russian Federation for their storage;
  4. If circumstances arise that impede the transport of weapons and ammunition, transfer them to temporary storage at the nearest internal affairs agency;
  5. The mass of packages with ammunition for weapons should not exceed the maximum permissible mass established for a particular subclass and compatibility group of dangerous goods by the ICAO Technical Instructions;
  6. The outer packaging must be sufficiently rigid (preferably made of metal or wood), must be intact, without visible signs of damage:
    • Intact brand (recommended);
    • Bandaging with metal tapes;
  7. The cargo should be stored in a safe place in the warehouse for storage of vulnerable goods:
    • Must be under constant supervision;
    • Such cargo must always be accompanied to the aircraft by authorized persons (in accordance with local requirements);
  8. Weapons and ammunition must be carried in a cargo hold not accessible to passengers;
  9. It is recommended to carry out transportation during the daytime working hours; since there is a big risk when transporting at night or in the evening.

Document storage

All documents relating to the transport of weapons and ammunition should be kept for at least 3 months from the moment the flight was completed.

Actions in Yekaterinburg

Weapons and ammunition are not stored in stock.

When transporting cargo from the moment of acceptance to the aircraft, it must be accompanied by the officers of the SAB, LOVD and be there until the departure of the flight. The same procedures are performed for arriving cargo.

Transportation of this cargo must be booked at least 5 days before the flight. It is forbidden to send this type of cargo by transfer, until confirmation at the point of transfer.
